FOREIGN MISCELLANEOUS
The following information is submitted as of interest
to the Bureau in the event reports of flying discs are still desired.

The Havana daily newspaper "Diario de/la Marina" November 12,
1957, carried a dispatch datelfwed November 11, 1987, at Pinar del Rio,
Cuba, reporting that JOSE.MARL LETO and CARMELOAQGUZMAN, who had
just arrived in that town from the Matahambre Mines im Pinar del Rio
Province, claimed that they had seen a flying disc in the shape of a
man's hat hovering over the general area of Matahambre for several i
minutes. They claimed that this disc was larger than ordinary airpla
normally seen in that area and that it was completely silent in its |
flight. They said that it disappeared at a very high speed towards |
the sea. There was no further descriptive information furnished in
this newspaper article. It is noted that Matahambre is located i
approximately 90 miles to the west of Havana. No other reports
corroborating the above were received and no inquiry has been made i
by this office.

Unidentified Flying Objects Interplanetary
There is now sufficient information based on data compiled from
eyewitness accounts that a high percentage of aerial phenomena such as
those popularly described as unidentified flying objects are
"intelligently controled craft whose ports of origin are outside
Earths atmosphere."
This is the conclusion reached as the result of a study begun by
Aerial Phenomena Research Group in Seattle, Washington on January 1,
1954 into the field of unidentified flying objects and possibly
related incidents.
Commenting on this study, National Director of Aerial Phenomena
Research Group Robert J. Gribble said: “Although the accounts con~
sidered in this study did not contain scientific measurements of each
sighting, it was possible to establish certain valid conclusions by
the application of statistical methods in the treatment of the data.
Analyzed and arranged, the data did show a marked pattern.
"On the basis of this marked pattern of the data, A.P.R.G. has
concluded that a high percentage of the more than 5,000 accounts of
unidentified flying objects examined in this study represent observ-
ations of technological developments outside the range of present-day
scientific knowledge.
"Therefore, it is highly probable that many of the unidentified
flying objects considered in this study are 'spacecraft from other
Planets'."
A.P.R.G. highly recommends that all national security agencies
take immediate steps to strip the unidentified flying objects of the
special "secrecy status" they have been given and the aura of mystery
they have unfortunatly acquired. END.

On 12/8/58 JAMES MANEY, 1007 N.W. 14th St.,
Oklahoma City, Oklahoma, was contacted by SA J. A. GRIMES
and advised that the FBI has not discouraged the investiga-
tion of flying saucers and that the FBI does not conduct
investigation concerning unidentified flying objects (UFO).
JAMES MANEY, who advised he is 13 years of age,
stated he had read r@orts in some of the literature concern- (
ing UFO which indicated that the FBI had discouraged some
of the investigators from carrying out their research. He
exhibited a copy of a publication entitled "The Saucerian
Bulletin" which could not be given to the interviewing
Agent since he had borrowed the publication from an unidenti4
fied friend. An examination of the publication reflected 2
it to be Vol. 3, #4, Released October 15, 1958, edited and
published by GRAY BARKER, Box 2228, Clarksburg, West Virgini
The publication consisted of approximately 30 pages, contain a
several book reviews and advertisements for books pertaining
to UFO. Page 20 of the publication contained an editorial
by BARKER consisting in part of-a letter which BARKER stted
he had received from a researcher in the western part of the\ |
U. S. This letter stated in part as follows:
"Dear Mr. Barker
"You have often wondered where the 3 men came
from that silenced Bender. I can give you the
answer because 3 men tried to silencé’George Adamski.
Adamski tells me that the 3 men were from, the FBI,
Air Force Intelligence, ‘and the Central Intelligence
Agency. It was the man from the CIA who made the
threats that were designed to shut Adamski- up."

This letter indicated that it was written by
an individual who has been writing books on UFO and that
his publisher is ROBERT J. GRIBBLE, 5108 Findlay St.,
Seattle, Washington.
JAMES MANEY advised that the above letter had
also been printed in a publication originating in England
and that the writer's name was listed as RICHARD OGDEN,
Seattle, Washington. MANEY advised he is unable to recall
the name of this publication and does not have a copy at
the present time. He stated that the BENDER referred to
in OGDEN's letter was A. BENDER of Bridgeport, Connecticut,
who had conducted some research concerning UFOs and had
allegedly been deterred from his investigation by three
unidentified men. According to MANEY there has been a
great deal of speculation regarding the identity of the
men who tried to silence BENDER. He stated that GRAY
BARKER, editor of "The Saucerian Bulletin," had written
a book concerning the matter entitled "They Knew Too Much
About Flying Saucers."

be most grateful if you could help elear up the mystery in this
affair. The reason I am writing yeu is because I have learned
recently that a researcher of the'flying saucer mystery said the
FBI is involved in this affair, oo
A civilian investigating agency wes formed in Bridgeport,
Comm., in 2952, te leok inte the flying saucer ry by :
Albert Ké Bender. He called the organization They interna tions
Flying Saucer Bureau. And, during his study ef the saucer mystery
Bender ran across something important. This infermation was
evidently the solution te the mystery fer in 1953 Bender stated
bluntly, “I knew what the saucers are." Then, "three men in black
suits” sileneed him. Even teday Bender wil! net discuss the matter
ef his “hush-up" with anyone. However, I have learned that the
secret of the saucers lies the "dreadful underground menace" that
is threatening the world, And, I am alse extremely interested in
this “menace.”
I have some very important infermation concerning this
“dreadful underground menace” that I would like te discuss with
Bender very much. Fer the stery concerning this “menace” is
@ertainly a “hellish Herror" one, whieh reveals 4 fantastic
situation, so fantastic, that it would be hardly coneeivable by
the publie. Yes indeed, I would appreeiate it very much if you
eould help me get in touch with Bender.
I have alse been getting information regarding “certain"
ship tragedies that have oceurred on the high seas for a very
long time, and "certain" aircraft aceidents and disappearances.
For these tragedies reveal evidence that gives proof that such
a "menace" really “exists.”

Enclosed is a cone of a letter received from
C. H. Marck, Jr., 7834 North Loma Land Drive, Scottsdale,
Arizona.
Bufiles contain no information pertaining to the
"Bender Affair" nor to the *hush-up" of Bender as alleged
in paragraph two of the enclosed letter. The only identi-
fiable data in Bureau files on Bender is a letter he wrote
on 10/26/52 on the letterhead of the International Flying
Saucer Bureau to a Mr. L. H. Frahm, Franklin, Indiana, in
which he ween how Frahm could organize a chapter of
the Saucer Bureau in Franklin, Also in Bufiles is a copy
of the January, 1953, magazine "Space Review" which apparently
was put out by the Saucer Bureau. This magazine contains
numerous articles and squibs. concerning the sighting of
flying saucers throughout thé world. It does not appear to
have any security significance,
Unless information in your files would indicate
an interview with Marck is undesirable, immediately contact
him and orally acknowledge the receipt of his letter by the
Bureau. At the same time thoroughly interview Marck and
obtain ali data in his possession concerning the “hush-up"
of Bender as well as what part the FBI was alleged to have
played in the “Bender Affair.” In the event it is apparent
that the Bureau was not so involved, so advise Marck. Submit
results of this interview to reach the Bureau no later than
12/23/58. It is permissible to advise Marck that the Bureau
is not cognizant of Bender's whereabouts and has no record
of involvement in the "Bender Affair,”

By letter 12/7/58 Mr. C. H, Marck, Jr., inquired whether we
could furnish him any tafermetion concerning the "Bender Affair" and
advised he was asking the Bureau since he had recently learned that the
FBI is involved in this affair, Marck explained that Bender formed the
International Flying Saucer Bureau in Bridgeport, Connecticut, in 1952
to look into the@flying sauceximystery. In I953 Bender allegedly stated
that he knew what the saucers are. Then according to Marck “three men
in black suits" silenced Bender to the extent that even today Bender
will not discuss the matter of his “hush-up" with anyone. Marck pointed
out he has learned that "the secret of the saucers lies the ‘dreadful
underground menace! that is threatening the world" and that he has
important information concerning this menace, Marck also requested our
help in getting in touch with Bender,
Bufiles contain no information on Marck, The only identifiable
data in our files on Bender is a letter he wrote on 10/26/52 on the
letterhead of the International Flying Saucer Bureau to a Mr. L. H,
Frahm, Franklin, Indiana, in which he suggested how Frahm could organize
a chapter of the Saucer Bureau in Franklin, Alse in'Bufiles is: a copy
of the January, 1953, magazine "Space Review" which apparently was put
out by the Saucer Bureau, This magazine contains numerous articles and
squibs concerning the sighting of flying saucers throughout the wor) pe
It does not appear to have any security significance,
RECOMMENDATION: )
| There is a possibility that Marck may be suffering from de-
lusions; however, in view of the fact that he stated the FBI is involved
| in a matter of which we are not cognizant as well as the implications in
his description of the “hush-up" of Bender, it is recommended he be inter-
ee and all information in his possession concerning this incident be
as so that we can decide whether the facts warrant investigation.
At the same time his letter will be orally acknowledged.

Agents observed at the time they contacted the. residence
of MARCK, while he-was absent therefrom; that his
sister, SHIRLEY E.-MARCK, carried on exclusive
conversation concerning her brother relating that he had
been taken out of high school while living, in, Denver,
Colorado, and had been in the service until several
months ago. She stated that her brother never had an
opportunity since then to complete his schooling and
that as of the present time, he was 33 years of age.
This information was reiterated several times by her
while waiting the arrival of her brother who was with
his parents on a.local shopping tour.» After conversation
with MARCK, it was apparent to agents that he is
obsessed with gathering information concerning flying
Saucers. and mysteries of the sea. He was admonished
severely by his mother for having written to the Bureau
without her knowledge.
Inquiry was made as to the length of time MARCK spent in
the @. S. Army and he was unable to furnish the duration
of his enlistment and date of discharge nor furnish his
serial number. . MARCK made available his discharge paper
reflecting that he was inducted’ in 1943 and discharged in
1946 as Private First Class, Army Serial No. 37-703-300.
His discharge papers showed that he attended East High
School for a period of two yéars and that he was born
1/21/25.
After conversation with MARCK, it was apparent that the
only reason he wrote to the Bureau was in an effort to
locate the present whereabouts of ALBERT K, BENDER and
he and his family were informed that this Bureau was
unable to institute an investigation to ascertain the
whereabouts of BENDER.
From the: admonishment given him by his mother for
writing letters*to such agencies as the. FBI, it would
appear that CLAUDE HAROLD MARCK is .a "chronic", ‘living
in a dream world of flying saucers’ and. stortes of the sea.
He was informed that the agents' contact was an
acknowledgment of the Bureau's receipt of his letter.
Nofiinther investigation is being made in this matter.

Re Bureau letter 12/16/58.
On 12/19/58, CLAUDE HAROLD MARCK, JR., 7834 No. Loma
Land Drive, Scottsdale, Arizona, stated to SAs GEORGE
HOLLINGSWORTH and WILLIAM M. DREW that he had a hobby
of gathering information concerning flying saucers and
also gathering information concerning mysteries of the
sea. He stated that any literature written he obtains
in order to pursue this hobby. He referred agents to
books written by Major DONALD E. KEYHOE entitled
"Flying Saucers from Outer Space" and a book entitled
"Flying Saucers Conspiracy." Both of these books were
published by Henry Holt Company, 383 Madison, New York, 17,
New York. Major KEYHOE is a retired Major of the U. S.
Marine Corps.
Concerning the "Bender Affair", he referred agents to
the book entitled "They Knew Too Much About Flying
Saucers", written by GRAY BARKER and published by
University Books Publisher, April, 1956, third
printing June, 1956. According to MARCK, GREY BARKER
resides at Clarksberg, West Virginia, P. 0. Box 2228
and is a person with whom MARCK corresponds concerning
flying saucers as BARKER is alleged to have a civilian
investigative agency handling investigations
concerning flying saucers.
MARCK related that he has corresponded with various
harbor masters and the U. S. Navy relative to the
“dreadful underground menace which relates to the
disappearance of crew and passengers of various ships
found floundering in the open seas out of control."
He stated that BARKER has also show interest in this
Subject matter, however, was unable to furnish any
further amplifying details. The "Bender Affair" is
related in the book published by BARKER.

"The Anniston Star", Anniston, Alabama, daily
newspaper, published an article on April 2, 1959, entitled,
"Flying Saucer Witnesses Urged to Send in Data". This
article said that the Aerial Phenomena Research Group,
5108 Findlay Street, Seattle 18, Washington, would like to
get a report from people who have seen~"Flying Saucers".
On April 3, 1959, Lt. Colonel OLIVER R. HERTEL,
Fort McClellan, Alabama, advised that 5108 Findlay Street,
Seattle 18, Washington, is believed by him to be-the
address of the chauffeur for the Russian Consul in Seattle,
Washington. HERTEL advised a Special Agent of the 111th CIC
Group at Fort McClellan that about five months ago he looked
over a list of Russians and their addresses when he visited the
office of the Chief Chemical Officer, Department of the Army,
Washington, D. C.
The Seattle Office is requested to ascertain who
lives at 5108 Findlay Street, Seattle, Washington, and
whether this address has any connection with a chauffeur for
the Russian Consul.

Re Birmingham letter 4-21-59.
The address of 5108 Findlay. Street, Seattle 18,
Washington, is the residence of ROBERTKXGRIBBLE, who is
the so-called national director of the’ herial-Phenomena
Research Group. In connection with inquiries made concerning
this group in 1957, GRIBBLE advised that he was regularly
employed as a fireman for the City of Seattle and that his
hobby is acquiring information regarding unidentified flying
objects. He advised that the Aerial Phenomena Research
Group has a national and an international membership of about
350 members, and that they charge a membership fee of $5.00
per year for the purpose of defraying the expenses of a
publication which the group issues periodically and for other
incidental expenses of the organization. According to GRIBBLE
the organization is a non-profit one and was established
primarily as a hobby for persons like himself who were
interested in acquiring information regarding flying objects.
GRIBBLE stated that the organization was centered in Seattle,
and he provided the names of other officers, all of whom were
residents of this city.
Twentieth District OSI, McChord Air Force Base,
is aware of the existence of this group and has been furnished
all pertinent information in our files regarding it.
There is no Russian Consulate or other establishment
of the U.S.S.R. in the City of Seattle. Lt. Col. HERTEL's
recollection of the address of 5108 Findlay Street, Seattle,
having something to do with the residence of a chauffeur
for the Russian Consul in Seattle is completely erroneous.
No information regarding the activities of the
Aerial Phenomena Research Group has come to the attention
of the Seattle Office since June 1958,

If such a scene did not take
place, it’s not because a Grand
Blanc ‘Township pizza mer-
chant didn’t write the letter.
He did.

Funerals, b.R. “PAT ,SBRINGFIELD; decorated war hero",
appéared in the Cincinnati Enquirer, a newspaper of
general circulation in the @reater Cincinnati, Ohio,
area, dated June 15, 1960, reflects that LEONARD R.
"pat" STRINGFIELD, a much decorated veteran of World
War I, and one: of the chapter members of Chapter 1
of the disabléd American Veterans in Cincinnati, died
at his home, 2495 Harrison Avenue, at age 62.
This article further reflects that, one
of his sons, LEONARD H. STRINGFIELD, Mariemont,
is. known nationally for his researches into the study

Stringfield as an Advertising Executive of the DuBois
Chemical Company, and further shows that his Study of
reports on flying saucers, however, have convinced
him they are from other planets.
Additionally, a news article appeared in
the Cincinnati Post and Times Star, a daily newspaper
of general circulation in the Cincinnati, Ohio,. area,
under date of June 44, 1960, page 5, captioned, "Tell
Secrets on Saucers, Expert Says", which article is
set forth verbatim as follows:
"Teonard Stringfield, Cincinnati's flying saucer
expert, believes the United States could take the space
spotlight away from Russia by opening up secret files on
unidentified flying objects.
‘It could be the start of co-operation among
all governments of the world,’ he says. ‘If all governments
would pool their information on unidentified flying
objects and work in unison on this it would help to ease
world tensions.'!
Stringfield, advertising manager for DuBois
Chemicals, Inc., believes the unidentified flying objects
are from outer space and that they are controlled by
intelligent beings who are observing earth.
'T don't believe there is any hostile intent,'
he said. ‘I believe they have been using planets in our
solar system for bases, even the moon. Astronomers for years
have observed shifting spots on the moon.!
Stringfield said he believes U.S. Air Force
secret files contain evidence ‘or near evidence' that the
objects are from outer space, but that officials are
afradd that’ it would cause panic if released.
Foreign governments,. too, have such evidence,
he said, but are keeping it secret for the same reason.
Stringfield, who heads Cincinnati's Unidentified
Flying Object Society, became interested in unidentified
flying objects in 1945 while in the Air Force. He said

these matters, that he is well known in this field,

on television station WCPO-TV, Cincinnati, Ohio,

one paragraph, "Some Defense Department bigwigs are
apprehensive that Russia will climax its campaign of
intimidation by a spectacular explosion in space--an
immense nuclear blast visible to hundreds of millions
of people. These officials believe that the Soviet
Union has the capability of setting off such an explosion
200 miles or so above the earth where it could be seen
from many countries."
Mr. Stringfield advised that the above
paragraph was printed as a reprint from the Herald
Tribune News Service, Washington, D.C., and that this
article seemed to tie in well with what the caller
had related to Mr. Stringfield in the anonymous
telephone call on September 25, 1961.

would be seen between certain dates, and that to the
best of Mr. Stringfield's recollection, the caller
stated, "Mark these dates, October 15 to October 19,
during which will be the greatest incident in UFO
(Unidentified Flying Objects) activity over the years".
According to Mr. Stringfield, the caller remarked
further, "I'll remain in touch with you, and will call
back after the nineteenth".
Me. Stringfield advised that the caller refused
to identify himself, and according to Mr. Stringfield
seemed to speak intelligently in the message he had
to relate to Mr. Stringfield.
Mr. Stringfield advised that he was concerned
about this telephone call in that if there were any truth

time he was questioned by a panel of three members

Mm. Stringfield to expect, "the biggest flury of
unidentified fiyingsobjects sightings as a result of
Russian nuclear explosions in the one hundred megaton
range". Mr. Stringfield advised that the caller said
to be prepared when confusion begins resulting from
these sightings. Ths caller related that these sightings
would be seen between certain dates, and that to the
best of Mr. Stringfield's recollection, the caller
stated, "Mark these dates, October 15 to October 19,
during which will be the greatest incident in UFO

immense nuclear blast vi@ible to hundreds of millions
of people. These officials believe that the Soviet
Union has the capability of setting off such an explosion
200 miles or so above the earth where it could be seen
from many countries.”
Me. Stringfield advised that the above
paragraph was printed as a reprint from the Herald
Tribune News Service, Washington, D.C., and that this
article seemed to tie in well with what the caller

At this time there appears to be no necessity for
additional instructions for the field or insertion in the FBI
Handbook or Manuals relative to flying saucers.
Memorandum 10/2/61 pointed out that our policy
concerning unidentified flying objects is to conduct no
investigation but immediately refer facts to the Air Force
(Bureau Bulletin Number 57, 10/1/47); that SAC Letter Number
38, 3/25/49, reiterated this policy and set out data desired
by Air Force to be obtained when complaint received; that SAC
Letter Number 83, 8/29/52, again pointed out our policy; that
Air Force on 11/12 ‘57 assured that Bureau would be advised if
any developments in this field of interest to us; and that
there appeared to be no necessity for further instructions to
field or insertion in agents’ Handbook or Manual of Instructions
of our policy relating to flying saucers.
During the past 12 months only one complaint regarding
flying saucers has been received. The facts in this complaint
were immediately referred to the Air Force.
ACTION:
For your information. There appears to be no necessity
for additional instructions for the field or insertion in the
FBI Handbook or Manuals relative to flying saucers. This matter
will again be reviewed on or about 10/1/63.

regarding the role of those agencies in processing UFO reports.
Mr. Castles stated that the objective of this interview was to

There appears to be no advantage to our continuing our
yearly review of captioned matter.
In 1958 we adopted the practice of once a year reviewing
complaints received concerning existence of flying saucers for the
purpose of determining whether instructions in addition to those
already issued to the field were necessary. The last memorandum
dated 10/2/62 pointed out that our policy concerning unidentified
flying objects was to conduct no investigation when received in
the field but the field should submit the facts immediately to
the Air Force. Our SAC Letters dated in 1949 and in 1952 emphasized
the afore-mentioned policy and it does not appear that at this
time further instructions to the field are necessary. fF
During the past 12 months we have received no complaints
regarding flying saucers and during the past 24 months only one
complaint was received, the facts of which were immediately
referred to the Air Force.
ACTION:
Since it does not appear that continuation of our yearly
review of the flying saucer situation is warranted, no further
analysis or review of matters coming within this field will be
conducted inthe future. Action with respect to any complaints
received, of course, will follow our policy.

NOTE:
A police officer described as sober, dependable, mature
and not known to engage in flights of fantasy reported seeing an
unidentified flying object rise from the earth with a roar, emitting
bluish and orange flames and disappear over a distant mountain. When
he reported his observations, representatives of the local law enforces
ment agencies searched the scene and noted four small irregularly
shaped smouldering areas and four regular depressed areas at the site.
The unidentified flying object was described as oval shaped; about
twenty feet long; with a red insignias there is no indication in the
referenced teletype that Air Force had been advised. Our policy is
not to investigate but assure that Air Force is cognizant. Military
is investigating and Albuquerque Office is maintaining liaison.

cannot explain the observations described by Officer LONNIE
ZAMORA at Socorro, New Mexico.
Major WILLIAM R. CONNER, Safety Officer, KAFB,
Albuquerque, advised that he is the proper officer to handle

Major CONNER, on 4/27/64, advised that on 4/26/64,
he had met ORLANDO GALLEGOS at Santa Fe, New Mexico, and both
proceeded to La Madera, New Mexico. to check out GALLEGOS'
observations. He stated that at the scene there was still
some smoldering material. He noted that there was miscellaneous
rubbish in the area and the site may have been a dump at one
time. In his opinion, some material, such as a can of paint,
could have caught fire and exploded. He also noted that
GALLEGOS had an odor of alcohol about him. Major CONNER stated
he would advise the FBI, Albuquerque, of any pertinent develop-
ments.
It may be noted that New Mexico State Police Sergeant
M,. S,. CHAVEZ and Socorro County Undersheriff JIM LUCKIE on
4/24/64, advised that they answered ZAMORA's radio calls and
went to the site quickly. They noted several small burning
areas at the site and the indentations. No one else was noted
in the area. Officer ZAMORA, a well regarded and capable
officer, was noted to be perfectly sober and thoroughly
frightened,
SA D. ARTHUR BYRNES, JR. was at Socorro, New Mexico,
4/24/64, and had noted the four irregular burned spots and
the four indentations at the site. .SA BYRNES immediately
advised Captain R. T., HOLDER, Up Range Commander, Stallion
Range Center, Socorro, New Mexico. Captain MOLDER, along
with Officer ZAMORA and SA BYRNES checked the Socorro site
and interviewed Officer ZAMORA at length. Officer ZAMORA's
observations were taken in the form of a statement. A copy
of this lengthy statement is retained at the Albuquerque FBI
Office as well as a small sample of charred material taken
at the scene,
An unusual observation made at the Socorro scene
was that there appeared to be no "blast" effects. Between
the burned spots were unburned areas, including patches of
unburned brown range grass.

As noted in Albuquerque airtel, Captain R, T.
HOLDER, Up Range Commander, Stallion Range Center,
Socorro, N. M., was immediately advised, 4/24/64, of the
facts in this case. He observed the site of the incident,
4/24/64, and made measurements while SA D, ARTHUR BYRNES,
JR, was placing rocks around the four earth indentations
and around one other mark at the site.
Late 4/24/64 and into 4/25/64, Captain HOLDEN,
who is with the YJ. &. Air Force, and SA BYRNES interviewed
Officer LONN AMORA of the Socorro Police Department.
SA BYRNES typed up a statement like account /
from Officer ZAMORA as given by ZAMORA under lengthy
interrogation. Captain HOLDER diagramed his measurements
of the scene.
Early 4/25/64, Captain HOLDER and SA BYRNES
delivered the original. and a copy of ZAMORA'ts statements
and Captain HOLDER's diagrams to the authorities at
Stallion Site, approximately 30 miles southeast of Socorro.
Two letterhead memorandums are enclosed, one
from Officer ZAMORA and one of observations of SA BYRNES.
Also enclosed is a copy of charts made by Captain HOLDER
of the pertinent area.

' ARTICLE ON UNIDENTIFIED FLYING OBJECTS
BACKGROUND:
On 5-21-64 the Department of Defense delivered at the Bureau a manu-
script by captioned individual entitled "Let's Challenge the UFO (Unidentified Flying
Objects) Censors." The Department of the Army, according to the transmittal form
from the Department of Defense, has no objection to the publication of the article.
The FBI's attention was directed to page 6. Also included with the manuscript was a
copy of the author's transmittal letter to the Department of the Army stating he would
like to know the name, rank/grade, title and office of each person who actually conducts
the review of Bryant's article. A review of the article revealed it is a criticism of the
Department of Defense's policy with regard to issuing clearances of articles relative
to Unidentified Flying Objects (UFO), particularly when the author is employed by the
U.S. Army as in the case of Bryant. The article is in essence a history of Bryant's
problems in getting articles published on UFO.
References to the FBI are as follows: On page 2, Bryant indicates he
will reveal the role played by the FBI in monitoring UFO research activities of Army
civilian employees. On page 6, Bryant refers to his being irt erviewed on 9-17-63 by
Special Agent John S. Castles of our Norfolk Office. Bryant states SA Castles con-
tacted him in response to Bryant's letter of 7-23-63 to the Sheriff of Sussex County,
Virginia, requesting UFO sighting data. Bryant alleged that SA Castles inquired about
Bryant's letter to the Sussex County Sheriff as well as to a similar letter dated 8-8-63
to the Commander of the Norfolk, Virginia, Naval Base. Bryant claims he asked
SA Castles if it was customary for the FBI to question people who expressed an interest
in UFO, SA Castles replied in the negative and added that "Since his office was queried
by the addressees of the two letters he was just seeking information on which he could
write a ‘memorandum for the files. '" Bryant also states that SA Castles volunteered
the following: "If the FBI has any such data (on UFO sightings), it is probably of an
intelligence nature and thus would be unavailable to the public and to private ‘ “geal

Re: LARRY W. BRYANT
By letter dated 9/17/63, Bryant advised he had been interviewed on that
date by SA Castles (Senior Resident Agent, Newport News, Virginia, assigned Norfolk
Office, EOD 2/2/48, GS-13) regarding Bryant's interest in reports of sightings of UFO.
According to Bryant, Castles stated he was contacting him in connection with his
inquiries and that he intended to prepare ''a memorandum for the files."" Bryant
requested a copy of SA Castles memorandum. Prior to responding to Bryant, the
Norfolk Office advised as follows: Bryant has directed a voluminous amount of corre-
spondence to military officials in the area and as Bryant was employed by the Department
of the Army, Fort Eustis, Virginia, the G-2 Section of the Second Army, Fort Meade,
Maryland, was conducting a background check of Bryant. The Norfolk Office
was in receipt of several letters directed to other government agencies which were
subsequently forwarded to the Norfolk Office. This included a letter to the Commanding
Officer, Headquarters, Aircraft Fleet, Atlantic U. S. Naval Base, Norfolk, Virginia,
6/15/60; Commanding Officer, Cape Charles Air Force Station, Cape Charles, Virginia,
8/7/58; Commander, U. S. Naval Base, Norfolk, Virginia, 8/8/63; Sheriff's Office,
Sussex County, postmarked Fort Eustis, Virginia, 7/ 23/63.
Bryant was interviewed on 9/7/63 by SA Castles in order to obtain back-
ground information concerning him in order to reply to the correspondence from the
Sussex County Sheriff's Office and the U. S. Naval Base, Norfolk, Virginia, mentioned
above. At the conclusion of the interview, Bryant wanted to know what would be done
about the information he furnished SA Castles at which time he was told that the infor-
mation he furnished would be made a matter of record in FBI files.
Bryant was subsequently advised by in-absence letter of 9/27/63 that the
confidential nature of our files would preclude complying with his request (the copy of SA
Castles' memorandum concerning his interview with Bryant.)
It appears that the reference to the FBI on page 6 of Bryant's manuscript
is not completely true. However, it has the effect of leaving the wrong impression; the
FBI was not investigating “Bryant but was merely interviewing him in order to respond
to inquiries directed to us from other agencies. SA Castles did not interview Bryant
merely for the purpose of writing ''a memorandum for the files" but that his interview
of Bryant would be made a matter of record in FBI files. Also, the phraseology used
by Bryant regarding SA Castles’ reference to the confidential nature of FBI files could
be misleading. These points should be brought to the attention of the Department of
Defense.
RECOMMENDATION:
That Bryant's manuscript on UFO be returned to the Department of Defense
by our liaison representative with that agency at which time that agency can be informed
that the FBI does not agree with Bryant's portrayal of his interview by the FBI or his
misrepresentation of the Bureau's role in investigating of UFO. However, the Depart-
ment of Defense should not attribute these comments to the FBI and we are deferring
to their judgments as to authorizing publication of the article.

ALET'S CHALLENGE THE UFO CENSORS

Before you see this article in print, it will have
been submitted to appropriate Defense Department authori-
ties for security review and clearance. Why? Because,
under U. S. Army regulations, its author is in duty bound
to have its contents examined for adherence to accuracy,
propriety, and security. And the process applies. not
just to this article, but to any others he might write
on the military aspect of Unidentified Flying Objects.
While employed as a Department of the Army civilian,
I have been writing for the past six years unofficial
critiques of the Federal Government's role in UFO research.
I have confronted and withstood the obvious objections
to my writing on such a controversial subject (e.g.,
"biting the hand that feeds you"), and I can only say to
my detractors: "Someone must do it. Someone must challenge
the UFO censors, assuming they exist." Proof of their
existence has been offered by at least two of my previously
cleared manuscripts and by one that failed to hurdle the
review-clearance obstacle. As to exactly how much longer
I can speak out freely for what I believe without bringing

the censors directly upon my head is your guess.
Meantime, if this gets cleared, you may share in
this, my latest quasi-official challenge. You will share
by becoming informed of the existing policies and metho-
dology of the Defense Department's public information
program -- that part of the program which covers the review-
clearance of manuscripts written for personal publication
by the department's employees. You will share in ny
evaluation of the roles played by the Federal Bureau of
Investigation and the Army's intelligence body (G-2) in
monitoring the UFO research activities of an Army civilian
employee.
We return first to 1958, to Fort Monroe, Va., head-
quarters of the U. S. Continental Army Command (USCONARC) ,
where I was employed for two years. As part of my early
interest in aerial phenomena, I had an unofficial notice
published in the Fort Monroe Daily Bulletin for September
22, 1958. The notice requested USCONARC personnel to report
their UFO sightings to me for analysis. It developed that
fulfillment of my request would be in violation of two
classified Army directives covering the official processing

of such reports. During my ensuing interrogation by two
Army Counter-Intelligence Corps members at Fort Monroe, I
became fully aware that UFO's, or flying saucers, were
being treated with grave respect by our military intelligence
experts; so, I decided to reveal their official, behind-the-
scenes attitude to the public, doing so in a lengthy report
issued in 1960. The report 1 had taken five months to make
the rounds of the review-clearance mill, but was finally
cleared for publication in February 1960.
Despite a subsequent admonition from the Civilian
Personnel Officer at Fort Monroe to give up my campaign of
seeking the truth about UFO secrecy, I have continued to
amass evidence against the censors. And the censors still

persist in making themselves known)to me. It is certainly
a vicious cycle of verbal pushing and pulling, with the
victor of the conflict being not really myself or the
censors but you readers, who represent the general public.
The next episode concerns a draft newspaper "letter
to the editor" that I wrote in the spring of 1959, and which
I duly submitted to USCONARC for review and clearance.
USCONARG declined to clear the manuscript, asserting, among
other things, the following nonconcurrences:

(1) "The tofficial censorship, ridicule
and silence' as stated are not true, nor is
the statement ‘conceal vital UFO data'. In-
stead it would be more correct to state that
the policy of the Department of Defense is a )
not to release UFO data not substantiated bys ik *

(2) “Inference is made of chastism in
efforts to obtain information about UFO when
in fact the control of such information follows
an established policy. The Department of
Defense must maintain such controls to insure
that data released is based on fact.™
(3) “Attempts to extract UFO data from
this headquarters /USCONARC/ cannot be met.
Suggest contact be made with... the U. S.
Air Force. Any matter received should be
considered privileged information and not for
release to the public.
(4) "The statements contained herein
are not an attempt at 'censorship'. The Army
encourages its . . . personnel to speak and
write, as long as they stick to the facts, do
not reveal classified information, and meet
standards of propriety."
Shortly after I transferred from Fort Monroe to
the U. S. Army Transportation School at Fort Eustis, Va.,
I again pulled my end of our tug of war. I wanted to
squelch rumors that UFO's were secret terrestrial weapons.
Pursuing this angle, I wrote privately to the Combat Develop-
ment agency at Eustis on March 13, 1960, and asked whether
cerned with tracing lost and missing persons (legal inquiry bureau).
THEIR (visitors) STORY: They came from enother planet about the mid-
dle of December 1952. They landed on Mojove (or Mohove) Desert in a
small flying saucer, 2UU miles east of Los Angeles. They learned to
speak English by listening (persumably in outer space?) to broadcasts
of radio and television.
CTERESTICS:: a) 6 foot 6 inches in height; b) emaciated; c) not
well clothed; d) bluish-green in complexion; e) prick ears; and f) ex-
tremely successful investigators,
ADDITIONAL FACTS: One of the above mentioned two men leaned over steel
top of filing cabinet and with his curiously curved hand, made an in-
dentation in the steel at least 4 inch deep. The indented steel was sent
to a metallurgical chemist, who said that, to produce such indentation,
would require a force of some 2,00U lbs. to the inch. He also added
that traces of more than a dozen unknown elements were found in the dents.
CONCLUDING REMARKS: a) It was reported that the F.B.I. sent several
agents to investigate these two men, but by the time the agents: ar-
rived the two visitors from outer space had disappeared (in mid-Feb -
ruary 1953.)
b) The steel filing cabinet is suppose to be lock-
ed in a vault.
c) The story is suppose to have been related to
the author, Wilkins, by a Los Angeles reporter, who wished to remain
anonymous,
The above is a condensed version of the facts presented in an
article , which appeared in the apendix of the previously mentioned
Harold T, Wilkins book.

NOTE: Bufiles reflect that an unidentified flying object was sighted
near Socorro, New Mexico, on April 24, 1964. Captain Holder, United
States Air Force, along with SA D. Arthur Byrnes, Jr., interviewed
one Lonnie Zamora of the Socorro Police Department who had observed
the phenomena. SA Byrnes typed such a statement from Zamora which
was later included in a memo for dissemination. The Albuquerque
Office did not conduct any investigation other than to keep the Bureau
advised and maintajn liaison with the Air Force. This is apparently
the situation to which the correspondent is referring. Bufiles contain
no information identifiable with the correspondent.

the usual procedure for agents of the FBI to investigate reports
of unidentified flying objects which have been seen on the
ground,
In several recent cases, agents of the FBI have been present
when USAF investigators from local AFBs in the vicinity of the
landing site have carried out their investigations. Would you
also advise me whether it would be possible to obtain copies of
reports made by agents of their findings. One case which I do
have a personal interest in was the La Madera April 26, 1964
case where a Orlando Gallegos, age 35, of La Madera and Santa Fe,
New Mexico, reported to Officer Marvin Romero that he had obser-
ved an unidentified object approximately 300 feet from his home.
The following day, Agent Byrnes of the FBI and Major Connors of
Kirtland AFB in Albuquerque inspected the site. Can you advise me
of Agent Byrnes findings at the site?.
I realise that your department is probably more concerned
with federal crime, however, I cannot understand why it has 2
concerned itself with cases which are normally undertaken by the
USAF as a matter of National Defence.
This letter is not intended as a letter of criticism but

NOTE: Snigier is not identifiable in Bufiles. Joseph F. Perry of
Grand Blanc, Michigan, was contacted by Bureau Agents from our
Detroit Office at his request in March, 1960, regarding photographs
he had taken of what he believed to be unidentified flying objects.
These photographs were turned over to the Office of Special Investi-
gations of the United States Air Force by our Detroit Office. Perry
reported to the local paper that the FBI was conducting an investiga-
tion and it was necessary for this Bureau to straighten the record
with that newspaper. Perry was advised that we had furnished his
photographs to the Air Force and he subsequently wrote to the Director
in April, 1960, indicating he was looking forward to the completion of
the Air Force analysis of his photographs and their return to him. A
copy of his letter was referred to the Air Force for a reply to him.

This issue had a great deal of pictures about unidentified flying
objects and it also had a photo of two F.B.I. agents leading a silver-
clad man, about one and a half to two feet tall, down an american
street. I know this sounds extraordinary, but this is what it had.
The photo was probably faked but I wanted to be doubly sure. Please
write me and tell me if there is any truth to this photo. Also this
photo was first published by some odd chance in a Cologne, Germany
newspaper.
